Contracting procedures

​In this section you will find information from the recruitment procedures of Petróleos Mexicanos, data of legal frameworks, reference standards, calendars, legally-based publications that will be provided, such as the annual program, base for third party comments projects, procurement and supply areas, publications relating to open calls and restricted invitations.

• Annual Program. - According to the provisions of Article 4 of the General Contract Provisions, the Annual Program of Acquisitions, Leasing, Works and Services of Petróleos Mexicanos and its Subsidiary Companies is made available.

• Legal Framework. - Petróleos Mexicanos, as a productive state company and main lever for national development, it is obliged to comply with the legislation of Acquisitions, Leasing, Works and Services.

• Reference Standards. - Based on Article 67 of the Federal Law on Metrology and Standardization, the Reference Standards are the ones that develop the entities of the federal public administration (e.g., PEMEX, CFE etc.), in those cases in which Mexican or International standards do not meet their requirements, or that the specifications contained on them are deemed inapplicable or obsolete, when these entities require to acquire, lease or contract goods or services.

• Preliminary Calendars of Open Calls.- In this section the preliminary monthly scheduled calendars of Petróleos Mexicanos, Productive Companies and State Subsidiaries, the Mexican Petroleum Institute and Subsidiary Companies are published in advance.

• Procurement and Supply Areas. - This section provides the directory for Administrative Units Contracting of Pemex.

• Base for third party comments Projects. - Under the provisions of Article 13 of the General Provisions of Contract for Petróleos Mexicanos and its Subsidiary Productive Companies, the Procurement and Supply Area may disseminate the base projects of the open calls through its website or any other established public media, so that interested parties submit their comments.

• Open Call. - Pursuant to the provisions of Article 11 of the General Provisions of Contract for Petróleos Mexicanos and its Subsidiary Productive Companies, the calls will be published on the Web site of the Procurement and Supply Area, which will be integrated in the Petróleos Mexicanos portal.

• Invitations. - Pursuant to the provisions of Article 28 of the General Provisions of Contract for Petróleos Mexicanos and its Subsidiary Productive Companies, the invitations will be published on the Web site of the Procurement and Supply Area, which will be integrated in the Petróleos Mexicanos portal.
